The Asia-Pacific peer learning cohort event on designing and implementing monitoring, evaluation, and learning (MEL) systems for national adaptation plan (NAP) processes took place from September 29–30, 2025, in Bangkok, Thailand. Co-hosted by the NAP Global Network and the Government of Thailand, this event was held on the sidelines of the Asia-Pacific Adaptation Network (APAN) Forum, offering a timely opportunity to align peer learning with broader regional discussions on climate adaptation and resilience.
Building on the foundational knowledge and exchange initiated during the first peer learning event in Ha Long City, Vietnam, on September 10-12, 2024, the second annual event focused on strengthening conceptual and technical understanding of MEL’s role in NAP processes. Representatives from Thailand, Bhutan, Malaysia, the Philippines, Timor-Leste, Tonga, and Vietnam deepened their learning on core MEL components, fostered collaborative peer exchange to share experiences, surfaced common challenges, and identified practical ways forward to advance MEL systems for NAP processes.
The workshop’s objectives were:
- Deepen the shared conceptual understanding of MEL’s role in NAP processes, including its purpose, scope, governance, funding and operational aspects.
- Strengthen learning on core components of MEL systems, such as reporting, results frameworks, indicators, data management and enabling institutional arrangements.
- Provide a collaborative space for peer exchange to share experiences, identify challenges and gaps and explore opportunities to advance effective MEL systems for NAP processes.
