NAP Global Network at COP 30

The 2025 UN Climate Change Conference (COP 30) will be held in Belém, Brazil, from November 10 to 21, 2025, where representatives from nearly 200 countries will discuss how to accelerate the implementation of the Paris Agreement.

As efforts to limit global warming remain insufficient, adaptation is set to be at the top of the Brazilian COP Presidency’s agenda, with important negotiations underway on the global goal on adaptation, national adaptation plan (NAP) assessment, and climate finance. 

The focus on adaptation will build on the global momentum behind NAP processes shared by the latest UN Climate Change’s 2025 progress report on NAPs—the key vehicle for countries to reduce vulnerability and build climate resilience in an inclusive and effective manner.

The NAP Global Network Secretariat team will co-host sessions in Belém with partner countries and organizations from the adaptation community, exchange insights and lessons on how to achieve effective and inclusive NAP processes, showcase the outcomes of the Network’s support to over 90 countries since 2014, and connect with partners and funders.

Events Featuring NAP Global Network Representatives as Panelists

This join event features high-level opening remarks from UNEP and UNFCCC and a presentation of the key findings of the UNEP Adaptation Gap Report 2025. This will be followed by a panel discussion on how we can speed up finance and implementation of adaptation action, including NAPs.

As climate change impacts on territories and communities intensify, it is essential to accelerate investments that strengthen local human capacities to implement NAPs that prevent the impacts and effects of climate change and eliminate territorial inequalities by reducing vulnerabilities. 

This panel aims to foster a transdisciplinary dialogue between technical, scientific, and local knowledge from a horizontal and integrative perspective, presenting different methodologies and approaches to adaptation as a pathway for territorial and local development. It will also feature diverse perspectives on increasing investment and financing for adaptation and on strengthening prevention capacities against the impacts of hydrological events and their effects, which deepen regional and global inequalities across Latin American territories.

 Host: United Nations University’s Institute for Environment and Human Security (UNU-EHS)

NDCs and NAPs are the central pillars of countries’ climate policies, serving as the backbone for raising ambition and driving climate action. 

This session addresses one of the most pressing challenges in climate action: bridging the gap between finance and policy to accelerate the delivery of NDCs and NAPs. Participants will explore practical tools, insights, and networks to design bankable projects, access finance, and strengthen multi-level collaboration for effective climate action.

 When: November 19 | 10:00-11:00 local time (GMT-3)  

 Host: PCCB Academy, UNU, UN Development Programme, Adaptation Fund

As floods intensify and droughts deepen, effective water governance is key to protecting people and powering economies. This session will explore how innovative water strategies can safeguard communities, strengthen ecosystems, and build climate-ready societies.
