NAP Global Network at COP 30

The 2025 UN Climate Change Conference (COP 30) was held in Belém, Brazil, from November 10 to 21, 2025, where representatives from nearly 200 countries discussed how to accelerate the implementation of the Paris Agreement.

As efforts to limit global warming remain insufficient, adaptation was highlighted by the Brazilian COP Presidency’s agenda, with important negotiations underway on the global goal on adaptation, national adaptation plan (NAP) assessment, and climate finance. 

The focus on adaptation builds on the global momentum behind NAP processes shared by the latest UN Climate Change’s 2025 progress report on NAPs—the key vehicle for countries to reduce vulnerability and build climate resilience in an inclusive and effective manner.

The NAP Global Network Secretariat team co-hosted sessions in Belém with partner countries and organizations from the adaptation community, exchanged insights and lessons on how to achieve effective and inclusive NAP processes, showcased the outcomes of the Network’s support to over 90 countries since 2014, and connected with partners and funders.

Where: Water for Climate Pavilion 

When: November 13 | 10:00–11:15 local time (GMT-3) 

Host: Netherlands' Ministry for Infrastructure and Water and NAP Global Network

Almost all countries now have a NAP process underway. The focus for the coming years, and thus the UNFCCC COP30, will be on accelerating the shift from planning to implementation of adaptation measures.
This side event showcased lessons learned and invited reflections on opportunities to accelerate adaptation through collaboration, political support, and peer learning for implementable adaptation plans.

Host: Government of Grenada and NAP Global Network

This side event brought together representatives from Eswatini and Grenada to reflect on their adaptation journeys and the lessons learned in advancing inclusive, country-driven national adaptation planning processes. The event also highlighted inclusive approaches, institutional leadership, and lessons learned from the countries' respective Small Island Developing State and a Landlocked Developing Country contexts.

Host: NAP Global Network

Effective implementation of climate actions requires more than ambitious commitments and plans — it demands coordinated governance across sectors, actors, and levels.

This side event explored how countries in the Global South are addressing institutional fragmentation by strengthening coordinated multilevel governance across sectors, actors, and levels to support NAPs and nationally determined contributions (NDCs).

Panelists also highlighted enabling conditions for effective coordination, including political leadership, institutional arrangements, and engagement of non-state actors, with a focus on how coordinated multilevel governance can support climate resilience, equity, and coherence between NDCs and NAP processes.

Events Featuring NAP Global Network Representatives as Panelists

Where: Special Side Event Room 4 (Parana)  

 When: November 11 | 14:30-15:30 local time (GMT-3)   

 Host:  UN Environment Programme (UNEP) and UNFCCC 

This joint event featured high-level opening remarks from UNEP and UNFCCC and a presentation of the key findings from the UNEP Adaptation Gap Report 2025. This was followed by a panel discussion on how we can speed up finance and implementation of adaptation action, including NAPs.

When: 12 November 2025 | 13:15 – 14:45 local time (GMT–3) 

Host: Least Developed Countries Expert Group (LEG) 

The event featured the updated NAP technical guidelines and the 2025 NAP progress report and discussed support programmes that assist least developed countries (LDCs) in implementing NAPs. The guidelines provide practical guidance on financing and implementation, while the progress report tracks LDC progress across the global goal on adaptation targets. The discussion focused on next steps to advance NAP implementation through support programmes, with a view toward achieving progress by 2030.

 Host: Race to Resilience, MERI Foundation and International Platform on Adaptation Metrics

This event focused on deepening the dialogue among stakeholders to advance towards a global architecture for adaptation metrics that is both scientifically robust and practically relevant for national and local implementation. In addition, a policy paper was developed for this event, summarizing the key findings and offering concrete recommendations for moving forward.

Host: Fund for Responding to Loss and Damage, the Warsaw International Mechanism for Loss and Damage Executive Committee, Santiago Network

This joint event will update Parties and observers on recent progress under these bodies and their respective mandates on complementarity and coherence and provide a platform for exchange among stakeholders on the available support.

The event will feature insights from the Co-Chairs of the WIM ExCom and the Advisory Board of the Santiago Network, and from FRLD Board Co-Chair, with space for interventions by countries and other stakeholders from the floor during the Q&A session.

Where: UN Development Coordination of ONU Brazil (PV-E 162)

When: November 14 | 5:00–16:30  local time (GMT-3) 

Host: International Organization of Supreme Audit Institutions (INTOSAI) Working Group on Environmental Auditing (WGEA), UNEP, UNDP

The session presented findings from more than 50 international audits on climate adaptation, examining implementation challenges, monitoring weaknesses, and policy effectiveness.

WherePCCB Capacity-building Hub, Blue Zone 

 When: November 17 | 10:30–12:00 local time (GMT-3)  

 Host: United Nations University’s Institute for Environment and Human Security (UNU-EHS)

NDCs and NAPs are the central pillars of countries’ climate policies, serving as the backbone for raising ambition and driving climate action. 

This session addressed one of the most pressing challenges in climate action: bridging the gap between finance and policy to accelerate the delivery of NDCs and NAPs. Participants explored practical tools, insights, and networks to design bankable projects, access finance, and strengthen multi-level collaboration for effective climate action.

The event launched the NAP Implementation Alliance, a new multi-actor platform developed as part of the COP30 Action Agenda to accelerate collaboration and mobilize resources for implementing national adaptation priorities.

As floods intensify and droughts deepen, effective water governance is key to protecting people and powering economies. This session explored how innovative water strategies can safeguard communities, strengthen ecosystems, and build climate-ready societies.

Host: UNDP, Italy 

The event showcased the progress achieved by the Adaptation Accelerator Hub since its official launch at COP 29, with the support of UNDP, and with Italy’s and G7 leadership and commitment to advancing adaptation. It also included high level opening and a technical panel discussion.
