Kenya-Zambia Peer Learning Partnership: Enhancing Finance for National Adaptation Plan Processes

Nairobi, Kenya | February 19-21, 2025

Adaptation decision makers and a range of key actors from Kenya and Zambia met in Nairobi to share learning and experiences on identifying, mobilizing, and managing finance for national adaptation plan (NAP) processes. 

The NAP Global Network facilitated this bilateral 1:1 peer-to-peer partnership while providing technical and financial support for the workshop through funding from Global Affairs Canada.

The 3-day session objectives included:

  • Accessing resources to move from planning to implementation of priorities articulated in NAPs.  
  • Tracking resources for adaptation for both government and non-state actors. 
  • Coordination mechanisms to mobilize and manage resources at the national and sub-national level, including learning from the Financing Locally-Led Climate Action (FLLoCA) program. 
  • Engaging the private sector in adaptation planning and implementation. .

1:1 Kenya-Zambia Peer Learning Workshop on Enhancing Finance for NAP Processes

Day 1 | February 19

Participants discussed a range of technical topics, including institutional arrangements for accessing and managing finance for adaptation, processes for tracking finance, integrating adaptation priorities in planning and budgets, as well as vertically integrated and decentralized financing mechanisms. They also shared lessons learned in accessing finance for climate change adaptation and explored solutions to address gaps and needs.

Day 2 | February 20

The second day of the 1:1 peer learning workshop focused on sharing practical insights through visiting two FLLoCA project sites in Tharaka Nithi County: the Kimuchia Day Secondary School Biogas Project and the Gatonto Dam. Participants were hosted by Governor of Tharaka Nithi County, the County Executive Committee (CEC) member responsible for climate change and the Chief Officer of the Climate Change Unit, who provided information about the institutional structures and processes of the FLLoCA project at the county level, including the County Climate Change Fund. Members of the Climate Change Unit also provided an overview of these projects during the field visit.

Day 3 | February 21

Zambian and Kenyan representatives explored the tracking of climate finance, gender equality and social inclusion (GESI) in adaptation finance, and the role of the private sector in financing adaptation action. The final sessions focused on reflexive activities, including the participant journal, small group discussions, and participatory timeline, to synthesize learnings from the workshop and map out a plan of action to enhance finance for NAP processes.
