NAP Global Network at the 31st UN Climate Change Conference

From November 9 to 20, the 2026 UN Climate Change Conference (COP 31) will be held in Antalya, Türkiye, with Australia serving as President of Negotiations under a Türkiye–Australia partnership, bringing together world leaders, policy-makers, and decision-makers, civil society representatives, and other key actors to turn consensus and plans into climate action.

New studies warn that global warming is set to exceed the 1.5 goal; to avoid the worst impacts of climate change, the pace and scale of adaptation needs to accelerate. Against this backdrop, the COP 31 presidency has highlighted the importance of strengthening climate resilience and adaptation through national adaptation plans (NAPs), with negotiations underway on the global goal on adaptation, climate finance, and the refinement of Belém Adaptation Indicators (BAI), following up on the NAP assessment from COP 30.

During this climate summit, parties will seek common ground on key adaptation mandates, setting the stage for the second global stocktake of progress under the Paris Agreement.

With the global focus on translating climate plans into action, the latest UN Climate Change’s 2026 progress report on NAPs underscored that while 146 countries have a NAP process underway, significant barriers and gaps remain for the shift from adaptation planning to implementation, particularly accessing finance, developing investment-ready projects, and channelling funding to countries that need it most.

Against this backdrop, the NAP Global Network Secretariat team will be in Antalya, co-hosting side events with partner countries and organizations from the adaptation community to exchange insights and lessons on accelerating the transition from planning to implementation and showcase countries’ milestones and experiences in advancing effective and inclusive NAP processes.

These sessions will focus on a range of key topics, including monitoring, evaluation, and learning (MEL), the education sector in NAP processes, private sector engagement, and gender equality and social inclusion.

See below for more details of the NAP Global Network’s participation at COP 31.

It also aims to showcase how countries are using MEL evidence generated for global reporting and processes, including the second global stocktake, the UAE Framework for Global Climate Resilience, and Belém Adaptation Indicators (BAIs).

Viet Nam will share results from the evaluation of its NAP process and updates to its national MEL system.

Where: Somalia Pavilion

Host: Government of Somalia, Save the Children, NAP Global Network

This dialogue will showcase how Somalia is integrating the education sector into the NAP process, including the development of the Roadmap for Implementing Education Adaptation Activities Under Somalia’s NAP (2026–2030), and approaches to strengthening coordination between the Ministry of Environment and Climate Change and the Ministry of Education, Culture and Higher Education to support this work.

Participants will share lessons learned and key challenges in their own contexts, and co-develop practical solutions. Building on the NAP Global Network and Save the Children's virtual community of practice on this topic, this dialogue will allow current members to connect in person and give other potential members an opportunity to learn about the community of practice.

It will highlight selected products of the Committee that can help countries identify, understand and communicate different dimensions of loss and damage, generate and structure relevant evidence, and support planning, implementation and access to support.

Through country examples, the event will explore how the products of the Committee can be applied in practice, including by countries and organizations supporting them, such as Santiago Network member organizations. Building on the experience of holding the 25th meeting of the WIM ExCom and the 4th annual meeting of its thematic expert groups in the Republic of the Marshall Islands, the discussion will also consider how lived experience and country, community and regional expertise can inform the development and use of the Committee's knowledge products.
