Assessment of Indicators, Baseline Data, and Targets for MEL in Rwanda’s Water: A GESI-enchanced perspective

This technical report reviews how Rwanda tracks progress in its water sector under NDC 3.0, focusing on monitoring, evaluation, and learning (MEL) and social inclusion. While water indicators are technically strong, gaps in disaggregated data limit understanding of who benefits. This report offers recommendations to strengthen data, policies, financing, and inclusive monitoring for more equitable climate adaptation.
