Peru Will Be the First Country in the World With an Indigenous Climate Platform

LIMA — Peru will be the first country in the world to have an Indigenous Climate Platform, putting it at the forefront of global climate action. This milestone initiative will strengthen the recognition and dissemination of Indigenous knowledge and practices that contribute to the comprehensive management of climate change, in accordance with the Paris Agreement.

8 a 11.07.2019: Diálogo Intercultural (CP RLMCC)

This initiative took place within the framework of the first part of the sixth stage of the Prior Consultation process of the proposed Regulation of the Framework Law on Climate Change, which took place in Lima from July 8 to 11. The prior consultation process represents the right of the Indigenous Peoples of Peru to be previously consulted by the state about the measures that affect their collective rights.

In this context, during this part of the sixth stage of the prior consultation process, 22 agreements were reached. In addition, technical assistance will be provided to Indigenous Peoples to develop adaptation and mitigation measures as a basis for the identification of public, private and international climate funds.

This regulatory process of the Framework Law on Climate Change in Peru will be valuable to the In-Country Support Program with the Ministry of Environment of Peru, developed through the NAP Global Network and administered by the International Institute for Sustainable Development (IISD). Together with other strategic actors and donors, the program contributes to the objective of reaching agreements between the Peruvian State and the Peruvian Indigenous Peoples regarding the contents of the Regulation of the Law on Climate Change.

Commitment to dialogue:

During his participation in the intercultural dialogue with Indigenous Peoples, the Prime Minister of Strategic Development of Natural Resources of the Ministry of Environment (MINAM), Gabriel Quijandria, said that this prior consultation process “reflects the commitment of the Peruvian State and Indigenous peoples to act with conviction to face climate change, involving all Peruvians in the climate action.”

He also reiterated the commitment to strengthening intercultural dialogue under the principles of good faith and mutual respect, gathering the needs and recognizing the key role of Indigenous Peoples in the comprehensive management of climate change. MINAM and the national organizations representing Indigenous Peoples agreed to continue the intercultural dialogue from August 19 to 23, in order to continue working on the regulation proposal.

Perú será el primer país del mundo con una plataforma climática indígena

 

El proceso de reglamentación de la Ley Marco sobre Cambio Climático en Perú cuenta con el Programa de Apoyo a País de la Red Global NAP.

LIMA – Perú será el primer país del mundo en tener una Plataforma Climática Indígena, situándola a la vanguardia de la acción climática global. Esta iniciativa representa un hito para el país sudamericano al fortalecer el reconocimiento y la difusión de los conocimientos y prácticas indígenas que contribuyen a la gestión integral del cambio climático, conforme a lo establecido en el Acuerdo de París.

Esta iniciativa tuvo lugar en el marco de la primera parte de la sexta etapa del proceso de Consulta Previa de la propuesta de Reglamento de la Ley Marco sobre Cambio Climático, que tuvo lugar en Lima del 8 al 11 de julio. El proceso de Consulta Previa constituye el derecho de los pueblos indígenas del Perú a ser consultados previamente por el Estado sobre las medidas que afectan sus derechos colectivos.

En este contexto, durante esta parte de la sexta etapa del proceso de consulta previa, se alcanzaron 22 acuerdos. Además, se brindará asistencia técnica a los pueblos indígenas para la identificación de sus medidas de adaptación y mitigación, como base para la identificación de fondos climáticos públicos, privados e internacionales.

Es importante resaltar que este proceso de reglamentación de la Ley Marco sobre Cambio Climático en Perú cuenta con la valiosa asistencia del Programa de Apoyo a País para Planes Nacionales de Adaptación del Ministerio del Medio Ambiente del Perú, desarrollado a través de la Red Global NAP y administrado por el Instituto Internacional para el Desarrollo Sostenible Desarrollo (IISD). De esta manera, el Programa contribuye, junto con otros actores y donantes estratégicos, al objetivo de alcanzar acuerdos entre el Estado peruano y los pueblos indígenas con respecto al contenido del Reglamento de la Ley.

Compromiso para el diálogo:

Durante su participación en el diálogo intercultural con los pueblos indígenas, el Viceministro de Desarrollo Estratégico de los Recursos Naturales del Ministerio del Medio Ambiente, Gabriel Quijandría, afirmó que este proceso de Consulta Previa “refleja el compromiso del Estado peruano y los pueblos indígenas de actuar con convicción para enfrentar el cambio climático, involucrando a todos los peruanos en la acción climática”.

También reiteró el compromiso de fortalecer el diálogo intercultural, bajo los principios de buena fe y respeto mutuo, reconociendo el papel clave de los pueblos indígenas en la gestión integral del cambio climático. En ese sentido, Minam y las organizaciones nacionales representativas de los pueblos indígenas u originarios acordaron continuar el diálogo intercultural del 19 al 23 de agosto para continuar trabajando en la propuesta de Reglamento.

La futura Plataforma Climática Indígena será la primera en el mundo en tener la representación de Organizaciones Nacionales Representativas de Pueblos Indígenas del Perú.
