Vietnam - NAP Global Network

OUR PROGRAM

The NAP Global Network has provided support for Vietnam’s NAP process since 2020. 

In 2024, the NAP Global Network and the Department of Climate Change (DCC) under the Ministry of Natural Resources and Environment (MONRE) established an in-country NAP support program.

Our program focuses on the following objectives:

Conducting an evaluation of progress on NAP implementation since 2020, drawing on the Vietnam government’s approach to monitoring, evaluation, and learning (MEL).

Developing guidelines for gender mainstreaming in adaptation policies.

Developing a report on the transition from planning to implementation in Vietnam’s NAP process, including a NAP financing strategy.

Supporting capacity building for the line ministries and local governments related to NAP implementation.

2024

Evaluation on NAP Implementation: Developing and evaluation of the progress of Vietnam’s NAP implementation. The report will assess achievements, challenges, and the effectiveness of adaptation measures to provide key insights for future actions.

Guidelines for Gender Mainstreaming in Adaptation Policies: Creating a guideline that integrates gender considerations into climate change adaptation policies. The document will provide a framework for promoting the integration of gender and social inclusion considerations in the NAP process.

Capacity Building Training, Workshops, and Lessons Learned: Delivered targeted training sessions and workshops aimed at building the capacity of stakeholders involved in the NAP process. The training included sharing lessons from past experiences to strengthen the knowledge and skills needed for effective NAP implementation.

2023

Capacity building on Monitoring and Evaluation for the NAP process: Through the Country Support Hub, delivered a series of training workshops in different regions across the country throughout 2022. An M&E training manual was published to help ministries and localities implement the M&E system.

2020

Developing a NAP Private Sector Engagement Strategy: Through the Country Support Hub, developed the strategy, Private Sector Engagement in NAP Development and Implementation in Vietnam.

Vietnam’s adopted its NAP document in 2021, which sets out 142 priority actions in seven sectors. Vietnam’s NAP process prioritizes mobilizing resources and involving the private sector, with a focus on gender and social inclusion in adaptation efforts. The NAP process aims to implement Vietnam’s nationally determined contribution commitments on climate change adaptation to support the implementation of the Sustainable Development Goals.
