OUR PROGRAM

Building on work completed through four separate short-term NAP GN technical support requests, the Central African Republic’s in-country support program via the NAP Global Network was established in 2024 in collaboration with the Ministry of Environment and Sustainable Development. It focuses on four key themes—gender integration, communication, peacebuilding, and NAP–NDC alignment—to strengthen the effectiveness of its NAP process, in line with its 2022 preliminary NAP document.

The objectives of the programs were to:

  • develop a NAP communication strategy and raise awareness on the NAP document and process,
  • strengthen the integration of gender in the NAP process,
  • integrate peacebuilding/conflict aspects into the NAP process, and
  • better align the NAP and NDC processes

 

  • Communication Strategy for the NAP process: We supported the development of a communication strategy for the NAP process for 2025–2029 that integrated gender considerations.
  • NAP Bulletin, Le Climat: We supported the publication of a biannual newsletter to raise climate change adaptation awareness among national, state, and local stakeholders, ensuring broad understanding of the NAP process and facilitating their engagement in national climate adaptation efforts.
  • Implementation and measurement, evaluation, and learning (MEL) in the national gender and climate change strategy (NGCCS) 2023–2030: The effort included
    • facilitating Gender and Social Inclusion Training workshops to enhance the skills and capacities of institutional actors, journalists, women, youth associations, and other key stakeholders to address the intersection of gender and climate change adaptation;
    • mapping of key gender and climate change actors to help identify best-placed actors to participate in the below platform;
    • establishing a multistakeholder gender and climate network to promote collaboration and inclusive climate change adaptation solutions; terms of reference for the group were developed and three meetings were supported;
    • developing a monitoring tool to follow up the implementation of priority activities included in the strategy;
    • writing a progress report on the NGCCS to foster its implementation and identify any recommendations to move forward; and
    • publishing a report on Indigenous Knowledge and adaptation.
  • Integration of peacebuilding and conflict considerations in the NAP process: We supported the organization of two local sessions on conflict, peacebuilding, and adaptation. Based on those exchanges, the team developed a briefing note offering recommendations to ensure that adaptation efforts also contribute to stabilizing conflict-affected areas. A national workshop was organized to discuss and validate those recommendations.
  • Alignment of NAP with NDCs: Conducted a thorough technical and institutional analysis to provide entry points to align CAR’s NAP and NDC. This alignment will help harmonize climate adaptation goals with broader national climate commitments, as the NDC was revised in 2025 and the NAP document should be updated in coming years.
