The Country Support Hub (CSH) offers two kinds of short-term support:
Targeted in-country technical support that addresses a specific short-term gap inhibiting momentum in the NAP process or its implementation. Examples include the development of a NAP framework, financing strategy, communication strategy, gender analysis, M&E indicators.
Expert advice from a member of the Network Secretariat or our growing roster of experts from around the world in response to questions about the NAP process and its implementation or access to available information and resources. This advice would be provided from a distance.

INTEGRATING CLIMATE CHANGE INTO MINISTERIAL MEDIUM-TERM BUDGET PLANS

To provide technical assistance and support stakeholder involvement in the development of a framework for climate change adaptation integration into each of the pilot ministries (Agriculture, Interior, Environment, and Urban Development).

A funding concept note that aimed to enable the implementation of Albania’s NAP Action 12, which builds capacity in municipalities for implementing local climate change adaptation measures. Albania’s Ministry of Environment and Tourism now has the following tools: a) screening of the potential funds available for smart and resilient cities; b) selection of the funds that will be targeted; and c) the funding concept note, which can be adapted into proposals for the targeted funds. To raise awareness of the Albanian National Adaptation Plan by organizing a national workshop and by developing and disseminating communication products.
Albania submitted its NAP to the UNFCCC on October 27, 2021. In the lead-up to COP26, the Albanian government launched a set of communications products to raise awareness of and promote Albania’s NAP, including a short-length documentary showcasing the progress of adaptation actions.

To develop a progress report assessing the implementation of Albania’s NAP, enhancing the visibility of the NAP process at the national and subnational levels and identifying the factors enabling or posing barriers to the implementation of priority measures.
Delivered the first-ever progress report evaluating Albania’s NAP implementation, offering insights and recommendations for future improvements. The process included developing a work plan, creating a methodology based on best practices, collecting and analyzing data, and conducting awareness-raising workshops at the regional level.
Costing Local Adaptation Plan Priorities in Four Albanian Municipalities (Permet, Kruje, Gjirokaster, and Kukes) to Strengthen Climate‑Resilient Local Planning

To support four Albanian municipalities—Permet, Kruje, Gjirokaster, and Kukes—in estimating the costs of their prioritized adaptation measures using the NAP Global Network Costing Tool and identifying potential funding sources. The support also sought to build municipal capacity to cost adaptation options and integrate them into local budgeting and planning processes.
The support enabled the four municipalities to develop detailed cost estimates for their priority adaptation actions using the NAP Global Network Costing Tool through a participatory and well‑structured process. Detailed reports were prepared for each municipality, and local capacity for costing and financial planning was strengthened. Workshops helped validate assumptions, improved understanding of adaptation finance, and supported alignment of the local adaptation plans with national NAP processes. Final outputs included four costing reports, along with recommendations to refine the methodology before expanding the exercise to the remaining municipalities under Albania’s NAP Readiness program.
Drafting the climate risk and vulnerability chapter of Angola's NAP document

The NAP Global Network led the development of the climate risk and vulnerability chapter for Angola’s draft NAP document. The Network provided an expert review of the NAP document, including its gender equality and social inclusion considerations and monitoring, evaluation, and learning framework. It further supported the process through publishing and editorial assistance.
DEVELOPMENT OF AN ADAPTATION COMMUNICATION (ADCOM)

To support the preparation of the country’s AdCom. The AdCom aims to enhance the visibility and profile of adaptation in Antigua and Barbuda, provide input to the synthesis reporting for the Global Stocktake, strengthen adaptation action and support, and enhance the understanding of adaptation needs and actions.
Antigua and Barbuda’s AdCom was submitted to the United Nations Framework Convention on Climate Change on June 29, 2022.
The AdCom drew on the results of three stakeholder consultations and a validation workshop. It captures information on the key climatic drivers and their impacts on the country; national adaptation responses (both planned and ongoing); the adaptation framework in which these responses are situated; and the needs and challenges to be addressed.
Alignment of the PLAC adaptation diagnostic instruments with the methodology used at the national level for the assessment of risk and vulnerabilities with a gender perspective

To align Rosario’s Local Climate Action Plan (PLAC) adaptation diagnostic tools with national risk and vulnerability assessment methodologies, integrating a gender perspective to strengthen coherence between municipal and federal adaptation planning processes.
PLAC diagnostic instruments were updated and harmonized with national methodologies for risk and vulnerability assessments, ensuring methodological coherence between municipal and federal adaptation frameworks.
Gender-responsive criteria and indicators were integrated into the diagnostic process, strengthening the systematic consideration of differentiated impacts and vulnerabilities.
Local technical teams in Rosario were equipped with enhanced skills to conduct gender-informed risk assessments and apply harmonized tools in planning processes.
Rosario was consolidated as a reference case for multilevel adaptation alignment, generating lessons and practical experience that can inform replication in other municipalities across Argentina.
Rosario was positioned as a replicable model for multilevel adaptation planning in Argentina.
Vulnerability and livelihoods assessment of two coastal communities

To conduct a vulnerability and livelihood assessment of Placencia Village and Caye Caulker communities in the coastal zones and fisheries sectors, aiming at informing the country’s forthcoming sectoral NAP and providing baseline information for monitoring, evaluation, and learning systems.
Assessments were completed. The research found a need for livelihood diversification, improved access to microfinance and social security, equitable and affordable insurance products to protect fishing and tourism sectors, in addition to developing small and medium-sized enterprises support programs and other eco-friendly productive activities.

LAUNCH OF THE National Adaptation Plan (NAP) DOCUMENT

To support the dissemination of the NAP document, including assistance in organizing a series of workshops at national and regional levels and the production of a short-length documentary portraying adaptation efforts and achievements in Benin.
On March 15, 2022, a national workshop to popularize the NAP document was held in Cotonou. Three regional workshops were also hosted in Parakou, Bohicon, and Grand-Popo.
The NAP document was submitted to the United Nations Framework Convention on Climate Change on July 8, 2022.
To support public engagement on the NAP, the documentary On the Road of Resilience in Benin was developed to highlight the local consequences of climate change in Benin. The documentary premiered on March 1, 2022, and was broadcast on national television stations.

Development of an Adaptation Communication (AdCom)

To support the Plurinational Authority of Mother Earth in preparing Bolivia’s first Adaptation Communication (AdCom). The AdCom aims to inform synthesis reporting for the global stocktake while establishing a framework for the subsequent development of the country’s national adaptation plan.
This support contributed to the development of an internal AdCom document through a participatory dialogue process involving central government bodies and various public and private institutions. The exercise provided a snapshot of the status of adaptation planning in the country, supported the mainstreaming of adaptation, and laid the foundation for subsequent adaptation planning efforts.

To establish a strategy for Brazil’s Ministry of Environment to interpret and communicate all the information collected through the achievements of the ABC Plan (“Plano ABC”).
The publication of an ABC Plan analysis report and graphics, which provided an analysis of the implementation of Plano ABC since 2010 and the development of key messages about the results. The report supports awareness-raising among the general public while building the case for Plano ABC’s continued support.

To conduct an analysis of adaptation activities that contributed to the increased resilience of the soybean crop system by evaluating productivity data with weather and climate information, and various technological, political, economic and social aspects over a 50-year period.
Three progress and learning reports on the effectiveness of adaptation policies for soybean production in Brazil. The reports’ findings were used for the improvement of the country’s monitoring and evaluation (M&E) system of adaptation actions, as well as to enhance the policies set out by Plano ABC, which is an integral part of the adaptation strategy for the agricultural sector elaborated in the NAP.
Indicators of the conceptual framework for assessing strategies for adaptation of agricultural systems

A set of 32 indicators for the conceptual framework were identified and refined. In addition, a series of webinars were held to disseminate the framework among stakeholders of six agricultural production chains: beef cattle, dairy cattle, sheep and goat breeding in semiarid regions, corn, sugar cane, and coffee. Training on the M&E for the NAP and Nationally Determined Contribution (NDC) Processes

Burkina Faso’s AdCom was submitted to the UNFCCC on February 16, 2022.
The development of the AdCom, including workshops and validation processes, allowed the Government of Burkina Faso to:

Developing Burkina Faso’s First National Adaptation Plan Investment Plan to Strengthen Adaptation Financing and Implementation

To develop Burkina Faso’s first National Adaptation Plan (NAP) Investment Plan (PI‑PNA) to facilitate resource mobilization for priority adaptation actions. It helped identify, prioritize, and sequence investments, assess financing opportunities, and outline an implementation roadmap to accelerate effective delivery of the country’s updated NAP (2024–2028).
The support contributed to the development of Burkina Faso’s first validated PI‑PNA, which outlines priority adaptation investments, their associated financial needs, and appropriate public and private funding sources. This work included establishing a technical working group, facilitating multi‑criteria prioritization, identifying national and international financing channels, and preparing a roadmap to operationalize access to climate finance. The key outputs include the country’s first PI‑PNA and guidance to support the next steps for implementation.
Technical analysis for an adaptation monitoring, evaluation, and learning (MEL) system in Cameroon

High-level dialogue on adaptation

To support the organization of a high-level dialogue event on adaptation addressing three themes related to the country’s NAP process—conflict and peacebuilding, financing, and sectoral integration. This request also aimed to develop communications products to raise awareness of the NAP process.
The high-level dialogue was held in Bangui on February 15, 2023. During the event, the communications products developed to promote the NAP process were shared—including and signs showing various key messages about climate change and adaptation. A rally on Bangui’s streets on February 14, 2023, introduced some of these products to the local citizens. Check out this news item to learn more.
Gender and climate change strategy

To develop a gender and climate change strategy for the Central African Republic (CAR) that will guide the integration of gender considerations into climate actions.
Conducted several workshops and interviews to define the vision, priorities, and action plan for integrating gender into CAR’s climate action plan. The participatory approach used helped identify 112 actions, including 31 considered high priority. A synthesis of the strategy has been developed in English and French.

An in-depth analysis of the Climate Finance Broker Facility, conducted for the National Planning Department (DNP), identified opportunities to enhance climate change adaptation strategies and access to finance. To facilitate the visualization of climate risk data in a digestible way for different audiences, drawing on information from the platform of the National System of Climate Change Metrics (SINAMECC in Spanish).
Publication of Costa Rica's Atlas of Climate Risks, a visually compelling platform accessible to general audiences aiming to evaluate how Costa Rica is building resilience and strengthening adaptation capacities at the regional level over time. The atlas will be updated periodically to assess whether the level of climate risk is reduced, being an input directly linked to the country's monitoring and evaluation (M&E) processes.

Moving from planning to implementation in Costa Rica’s NAP process

Development of the procedures manual of the National Platform on Gender and Climate Change (PNGCC)

To improve the sustainability and inclusiveness of the governance and functioning of the Gender and Social Inclusion Unit’s National Platform on Gender and Climate Change (PNGCC).
With a view to establishing a sustainable and inclusive governance framework, the PNGCC has adopted a procedures manual, a key management tool for the functioning of the platform’s bodies. This manual sets out the various procedures that reflect the rules and methods applicable within the PNGCC.
The procedures manual is also an indispensable working tool that facilitates oversight, ensuring sound and transparent management for members and partners.
It was developed in consultation with key stakeholders within the PNGCC, including civil society partners, and has been approved by the platform’s Steering Committee.
Mainstreaming GESI into adaptation indicators

To ensure the indicators included in the National Adaptation Plan (NAP) under development consider gender equality and social inclusion (GESI) issues and align with GESI indicators included in the Nationally Determined Contribution and used by the National Observatory for Equity and Gender.
A list of 105 GESI indicators has been proposed, building on existing indicators for consideration to finalize the NAP indicators.
The list is organized into six categories (five sectoral and one transversal) and proposes both revisions to existing indicators included in the draft NAP document and new indicators to ensure that all GESI dimensions are adequately captured.
The proposed indicators are aligned with existing ones to facilitate effective monitoring, evaluation, and learning on GESI-related issues.
Overall, this list provides a strong foundation for finalizing the indicators in the NAP document and ensuring that GESI considerations are fully integrated. It will also support the adaptation plan in delivering equitable outcomes.

To summarize the preliminary NAP document, developing a French and English factsheet, to organize a workshop to raise awareness of the country’s adaptation efforts at regional and national levels, and to produce a short-length documentary showcasing the progress of DRC NAP process.
The bilingual factsheet outlining DRC’s climate vulnerabilities and adaptation priorities was launched during the NAP awareness workshop held in Kinshasa on October 25, 2021. In addition, a documentary was produced describing the climate risks and vulnerabilities in five provinces and highlighting how the NAP process can address them.
Coordination of the popularization of the PNA through the cultural and creative industries

To raise awareness of the DRC’s NAP—making its adaptation priorities more accessible and understandable—for a broad audience, including Indigenous Peoples, local communities, children, non-governmental organizations, and both the private and public sectors.

Strengthened the regulatory instrument Resolution 02-2014 with a new methodological guide. Identified and incorporated adaptation criteria into the EIA process, established guidelines for including these criteria in EIAs, and created a protocol for reviewing and evaluating these studies to enhance decision-making tools for managing climate change impacts.
Support for inter-institutional coordination for losses and damages in the context of the NAP process

To enhance inter-institutional coordination in Ecuador for losses and damages in the context of the NAP process.
This support focused on strengthening inter-institutional coordination between Ecuador’s Undersecretariat for Climate Change of the Ministry of Environment, Water and Ecological Transition and the Secretariat for Risk Management of Ecuador.
A report produced defines legal responsibilities, boundaries, and potential areas for coordination between disaster-risk management and climate change adaptation to improve institutional coordination of losses and damages for Ecuador’s NAP.

This AdCom will enhance the visibility and profile of adaptation in Eswatini, inform synthesis reporting for the Global Stocktake, strengthen adaptation action and support, and enhance the understanding of national adaptation priorities.
Eswatini’s AdCom was submitted to the UNFCCC on November 1st, 2021, ahead of COP26.
The AdCom process helped the Government of Eswatini strengthen its adaptation thinking and negotiation position through stakeholder consultations and validation workshops. Development of the National Gender and Adaptation Plan of Haiti

In 2024–2025, Haiti received support from the NAP Global Network to develop a National Gender and Climate Change Action Plan that operationalizes gender equality and social inclusion (GESI) commitments within its national adaptation plan (NAP). The support aimed to build stakeholder ownership through a participatory process and integrate gender-responsive adaptation into implementation planning and future monitoring efforts.
The process strengthened national understanding of GESI within climate adaptation by engaging diverse stakeholders through consultations, interviews, and validation workshops. The participatory approach increased knowledge and awareness of GESI considerations across institutions and created stronger alignment among actors involved in NAP implementation.
The primary outcome was the development and validation of a Gender and Climate Change Action Plan, providing a clear framework to operationalize gender objectives included in the NAP. The plan is expected to guide integration of GESI into forthcoming adaptation projects and has already influenced practice, with GESI considerations incorporated into the terms of reference for development of the NAP monitoring, evaluation, and learning system.
Raising awareness of gender, adaptation, and women’s green and resilient entrepreneurship in Haiti

A capacity-building session at the fourth biennial Mayors General Meeting, which gathered mayors of the 23 island councils. This support raised awareness and ownership among mayors of the KJIP and helped develop an understanding of the linkages between the island-strategic plans, the whole-of-island approach, and the Integrated Vulnerability Assessment. The KJIP acts as the country’s NAP, and getting mayors to both understand and support it was critical to its implementation.

The publication of a report with good practices, which was grounded on the review of the NAP documents of 12 countries with similar geography and political landscape as Lebanon, in-depth analysis of six countries’ plans (Albania, Armenia, Bosnia and Herzegovina, Bulgaria, Moldova, and Turkey), and an interview with Albanian officials involved in the NAP process. Findings and recommendations were validated in a 2-day workshop.

To increase awareness of the National Adaptation Plan (NAP) document and process among the private sector, youth, women’s organizations, civil society organizations (CSOs), and high-level NAP stakeholders to strengthen their commitment to accelerating NAP implementation across all levels in Liberia.
Two policy dialogues on Liberia’s NAP were organized to help accelerate the implementation of this crucial policy.
The first dialogue gathered the private sector, youth and women’s organizations, and CSOs and resulted in the Kataka declaration, where participants urged the government to nominate a youth envoy on climate change, which was done a few months later.
The second dialogue gathered high-level NAP stakeholders. The Farmington High-level Declaration for Implementing Liberia’s NAP was developed and signed at the event, reiterating commitments by all parties to integrate climate change adaptation into local plans, for example.

To strengthen monitoring, evaluation, and learning (MEL) for national adaptation plan (NAP) implementation by improving sector coordination and developing agriculture key performance indicators (KPIs) and tracking tools, while clarifying institutional roles across ministries, agencies, counties, and stakeholders within Liberia’s national MEL system.
A set of agriculture-specific KPIs were developed, validated, and aligned with national NAP priorities and broader climate and development frameworks.
Practical indicator tracking tools were designed to support systematic data collection, reporting, and learning across relevant ministries, agencies, and county authorities.
Coordination was improved among sector institutions through clarified roles and strengthened collaboration within the national MEL system.
NAP focal points, monitoring and evaluation officers, and technical experts trained on the application of KPIs and tracking tools, enhancing institutional capacity to monitor progress and inform adaptive decision making in the agriculture sector.

This AdCom successfully contributed to reporting to the UNFCCC and the Global Stocktake.

The National Environment Council for Sustainable Development requested support from the NAP Global Network, building on Niger´s national adaptation plan submitted to the United Nations Framework Convention on Climate Change (UNFCCC) in November 2022.
Niger’s AdCom was developed using a participatory approach through which various stakeholders contributed to different phases of the process. The work entailed conducting four studies to guide the AdCom’s development.
The report highlights the six sectors most vulnerable to climate change, namely agriculture, forestry, water resources, health, transport, and wetlands. Niger’s AdCom was validated in a national workshop held in June 2024 and submitted to the UNFCCC in June 2025.

A local peacebuilding expert was contracted to advise the Nigerian government and technical team undertaking the CRVA, bringing a conflict lens into the climate risk assessment. He participated in the participatory assessment workshops and consolidated his analysis and recommendations in a final report.

To develop training materials on conflict-sensitive adaptation for sub-national government authorities and pilot them in a training workshop in one of Nigeria’s geo-political zones.
A peacebuilding specialist and a climate adaptation specialist were contracted to develop training materials on conflict-sensitive adaptation, building on Nigeria’s conflict-sensitive Climate Risk and Vulnerability Assessment report, as well as the NAP Global Network’s guidance on Peace, Conflict and NAP processes.
The training materials were piloted in a training in the South–South geopolitical zone in a workshop that convened sub-national authorities and civil society actors, which was co-facilitated by the Federal Ministry of Environment.
High-level cost estimation of the Implementation of Pakistan’s National Adaptation Plan to Support Adaptation Finance Mobilization

To produce a high-level cost estimate for implementing Pakistan’s National Adaptation Plan (NAP), covering 117 priority adaptation interventions across six vulnerable sectors. The costing exercise helped identify financing needs, inform resource mobilization strategies, and strengthen national capacity to estimate adaptation costs using a transparent, bottom‑up methodology.
The support used the NAP Global Network Costing Tool to conduct a high-level costing of all 117 adaptation interventions identified in Pakistan’s NAP across key sectors, such as agriculture–water, natural capital, urban resilience, human capital, disaster risk reduction, and social inclusion. Outputs include an Excel database of cost estimates, validated sectoral assumptions, and a Costing Pakistan’s NAP report summarizing methods, limitations, and results. Through consultations, data collection, and sectoral workshops, national stakeholders gained hands‑on experience applying bottom‑up costing approaches and identifying proxies from comparable projects.

A comprehensive assessment report was produced, analyzing the extent to which loss and damage are reflected in Peru’s NAP, identifying policy, institutional, and technical gaps, and proposing actionable recommendations for improvement.
A structured capacity-building program was delivered to representatives of key public institutions, strengthening an understanding of loss and damage concepts, assessment approaches, and integration pathways within planning and budgeting processes.
Enhanced inter-institutional dialogue on loss and damage contribute to clearer roles, improved coordination, and greater readiness to operationalize loss and damage considerations within national adaptation efforts.

Development of Suriname’s first NAP Progress Report

To develop Suriname’s first NAP progress report.
Suriname submitted its NAP for 2019–2029 to the UNFCCC NAP registry in June 2020. The Suriname government requested support from the NAP Global Network to prepare its first-ever NAP progress report, which includes a stocktaking of the status of NAP implementation prepared through stakeholder consultations and validation.
The Republic of Suriname’s first NAP Progress Report outlines Suriname’s achievements and challenges in climate change adaptation efforts from 2020 to 2024. Covering the first 3.5 years of NAP implementation since its submission to the UNFCCC, the report supports policy-makers in understanding ongoing adaptation activities and identifies areas for improvement.
For this first review of NAP implementation in the country, progress was assessed using Suriname’s monitoring and evaluation framework, by comparing actual progress against anticipated outcomes via key performance indicators in the priority sectors for the first phase (i.e., near term).
This exercise has provided a status check of the different sectors and what climate actions have already been implemented, and an assessment of the capacity of the sectors to implement adaptation actions. It will be used to inform broader national development planning, including the development of Suriname’s Green Development Strategy and the adaptation chapter of its next nationally determined contribution.

This supported the NAP process’ objective to integrate adaptation in development planning across levels, ensuring that these efforts also address gender considerations. Developed a case study to document some of the lessons learned.

Capacity building for monitoring, evaluation, and learning for adaptation in coastal zones in Togo

In 2024, Togo requested support from the NAP Global Network to strengthen climate monitoring and assessment efforts in its coastal zones. Building on the MAVULCOZ tool—developed under the West Africa Coastal Areas Management Program to assess coastal climate risks, identify adaptation options, and support monitoring and evaluation within the NAP process—the initiative aimed to analyze existing monitoring initiatives and build stakeholder capacity through a 5-day training and simulation workshop. The support also sought to strengthen practical use of the tool and inform improvements to its long-term operation and integration into national adaptation planning.
The support strengthened national capacity to apply and further develop the MAVULCOZ tool for coastal climate risk and vulnerability assessment. Through the analysis of existing initiatives and the 5-day training and simulation workshop, stakeholders improved their understanding of how the tool can inform adaptation decision making and monitoring within the broader NAP process. Participant feedback led to a shift in deliverables toward tool enhancement and sustainability: a stakeholder mapping and preliminary user manual structure were produced, along with an implementation plan for workshop recommendations. Together, these outputs provide a practical roadmap for improving tool functionality, strengthening data use, and supporting long-term institutional uptake.
National Climate Change Awareness Week

The “Climate Change Exhibition Day” was held on September 24, 2021, in Nukuʻalofa, bringing together stakeholders from the government, NGOs, private sector, community groups and schools. Climate related activities and services were showcased in numerous booths and secondary students were awarded in a competition for the best climate change speech, video production and school singing.

The TCCF is beginning to accept proposals to finance the implementation of national climate change priorities, including those in its NAP.

Mainstreaming GESI in climate adaptation finance

To support the Government of Uganda, in improving the gender responsiveness and equity of its adaptation finance flows for resilient communities.
The Gender Equality and Equity Climate Finance Checklist was developed by the Government of Uganda to support the systematic integration of gender equality, equity, and social inclusion (GESI) into climate adaptation projects and climate finance programming in Uganda.
The checklist is a practical, policy-aligned tool covering seven dimensions: Gender Equality and Equity (GEE) analysis, participation, community engagement, GEE objectives, budgeting, technical expertise, and monitoring.
It has been developed by Ministry of Finance, Planning and Economic Development, with the support of several ministries—in particular, the Ministry of Gender, Labour and Social Development and the Ministry of Water and Environment—and civil society experts.
In parallel, the technical working group who developed the checklist worked on mainstreaming GESI in the national climate finance strategy.

Development of a NAP Roadmap

The publication of a NAP Roadmap for Zimbabwe, a training manual on how to integrate climate change adaptation into development frameworks with guiding steps on developing district adaptation plans.
DEVELOPMENT OF AN ADAPTATION COMMUNICATION (ADCOM)

To support the preparation of the country’s AdCom. The AdCom aims to enhance the visibility and profile of adaptation in Zimbabwe, provide input to the Global Stocktake, strengthen adaptation action and support, and enhance learning and understanding of adaptation needs and actions.
Zimbabwe’s AdCom was submitted to the United Nations Framework Convention on Climate Change on October 18, 2022.
The initial AdCom reflects the progress on climate change mainstreaming pursuant to reducing the vulnerability of the country’s socio-economic sectors to the impacts of climate change.
